iPhone 5 hangs - at unlock sim

my iPhone 5 hangs after typing in sim PIN. Says "Unlocking ... please wait" then does nothing.


I have tried:

-- soft reset

-- turning phone off and on

-- taking sim card out, and replacing


How do I fix?
