I Have a contact with a new iPhone, when I send a text it only goes partially out and stays in Blue Bubble. If I swipe the bubble and take the option send as a text msg. It goes out and bubble turns green . Any help as to why I have to swipe and take option for text to go out??

Apple is aware of the issues and is expected to issue a fix.
In the meantime, others have reported success with this:
1. Turn off iMessage in Settings > Messages
2. Reset networking settings in Settings > General > Reset
3. Reenable iMessage in Settings > Messages
Note: This will clear all wifi passwords.
