Like some of my friends got the iphone 4s and they have dynamic wallpapers, which means the move. Anf i was woundering if iphone 4 got it too

Yes, but you are talking about a 4s and if you had bothered to read the post properly in the first place, you would see that the OP is talking about an iPhone 4 and an iPhone 4 cannot be updated past iOS 7, so of course will not support dynamic wallpaper.
You can update an iPhone 4s to IOS 9, but NOT an iPhone 4.
