I trying to import my contacts from my PC into my new iPhone

I migrating from a Blackberry phone to a new iPhone, and can't find a way to export my contact from my old phone to a iCloud format

In My PC i'm using Windows Live Mail and I able export my contact information into a CSV file, but I don't see a way to import it into the iPhone

Any ideas?
