I've been looking for the iOs 7.0.3 update to appear, either on my iPhone (7.0.2) under Software Update, or simply on the Downloads website as a notification, like 7.0.2 did. Where is it, and/or why don't I see it?

Give it some time it doesn't roll out to everyone the same exact second.
Try every few minutes.
Going on 90 minutes since my first post... nuttin. Weird. At least it shows up in the Downloads section of Support, now.
Try the following:
Turn off Wifi, check for update. If it finds the 7.0.3 update, turn Wifi on and download it.
This has worked for some people...
It didn't show up on my iPhone in Settings/General/Software Update. But as soon as I connected to iTunes it asked of I wanted to update.
Try using iTunes to update your iOS.
Ive noticed its not showing on My ipad 3, Iphone 5s abd Ipad Mini. Either through Data or wifi which is strange.

The update finally did show up - it was either a matter of time (4 hours or so), or because it showed up after I drove home from work, which disconnected me and then reconnected me to Wifi, similar to some of the suggestions above.
