Good question! Not sure if upgrading to Mavericks means you HAVE to upgrade to Numbers 3.x too.
I see that if you try to open a Numbers 2.x document in Numbers for iCloud beta, you're warned that it will be upgraded to the new cross-platform format, for which you'll need Numbers 3.x (and thus Mavericks) to open on the Mac and the new Numbers for iOS to open on an iPad. So the trusty Numbers 2.x days really do seem numbered. Little choice but to move forward and don't look back.

I've been using Numbers 2.3 (554) running under Mavericks GM1 (FWIW).
That's good to know! Do you know if Numbers 2.3 and Numbers 3.x can run on the same machine? I was thinking of copying the old Numbers to another drive, then updating to Numbers 3.x from the App Store, using that, and firing up the old Numbers if/when needed. Is that possible? Asking for trouble?

When you upgrade to Mavericks it installs the new versions of Numbers, Pages and Keynote at the next software update. Then you are pretty much screwed. The new versions are downgrades, do not support all previous features and this may result in loss of data. It is very difficult to continue to use iWork'09 while the new versions are on your system. The 'always open in' feature accepts your change, and then immediately reverts back to the new version. The only way is to quit the new version, open the old version of the software and then use the Open command or drag and drop. Extremely frustrating. Opening in the new version, even if you don't save it, then opening in the old version resulted in my file being damaged. Deleting the new versions from your system is the only reasonable option. But Mavericks will reinstall them again the next day. So you have to turn off automatic installs, and Mavericks will still bug you every day to install it. You cannot refuse, you can only say 'Later' and your choices for later are '1 hour', 'tonight' and 'tomorrow'.
Mavericks ***** big time. I am going to try to revert to Snow Leopard.

How do you prevent Mavericks from trying to reinstall the newer versions on a daily basis?
No need to copy the iWork '09 apps to another drive. If they're not already in an iWork '09 folder in Applications, the update will create a folder & move them while installing the new versions. I have both Pages 4.3 & Pages 5 and Numbers 2.3 & Numbers 3, usually running at the same time.
After I installed the new iWork updates I created a folder on an external drive & named it "other applications." I then moved the new iWork apps to this folder & renamed the applications Keynote 6, Pages 5 & Numbers 3. I have icons for two versions of Pages & Numbers (I rarely use Keynote) in my Dock. Even with two versions of Pages & Numbers running, double-clicking an existing file opens in Pages 4.3 or Numbers 2.3. This should also keep the Mac App Store from nagging you to update.
