The app Instagram won't let me log in or make an account and someone recommended I restore my iPod, since that is the only device it doesn't work on.
If I DO click "Restore iPod...", will I be able to get my music, pictures, etc back?
ALSO, my iTunes keeps saying that I am also sync'd with another iTunes. How do I stop that?

To restore from backup see:
If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
