What does restoring from and iCloud backup do?
-What is this and what does it do?
-Should I do this for an iOS 6 iPod with 4th generation?

If basically restore the iPod like it was when the backup was made. However, not all info is in the backup and thus it will not be restored. An example is non-iTunes purchases music. The above link says what the iCloud backup includes.
I have no idea what you want to accomplish and thus I do not know if you should do it.
