Do I have to sign up to with my carier for my iPhone to admit wifi or can I open this ability from my phone

Ok, for hotspot, you will need to be provisioned by your carrier so contact them.

As long as you're in wifi area/coverage and know the password for that wifi, there should be no reason why you can't connect.
