There may be no apparent "progress bar" in the App Store.
To determine if it is actually downloading use Lauchpad. You should see a fairly obvious new icon with an associated progress bar.
Also, in the Applications folder, the installer app shows a progress bar while it's downloading.

John has given you your answer. The servers are really jammed up tonight. So far, my download is taking a really long time, but I'm just hanging loose for now.
Thanks, I realize that, with Launchpad it's just harder to overlook.
I am having the same issue - were you able to get it resolved?
For those like me who can't see the progress of the download happening on that little bar that comes with launchpad, or on the icon that opens up in the dock, here is your solution:
Open activity monitor, go to the network section, and you can see under Data recieve/sec, how fast you're downloading Mavericks. For me the speeds were 500kb/s on average and reached peaks of 1MB/s.
I have OS X 10.6.8 which doesn't have Launch Pad.
Is there any other way to monitor progress so I can estimate what time I should come back? I don't want to babysit a machine for longer than a few minutes, but want to be here if I have to respond to something after the download. The Activity Monitor shows something is downloading, but like the App Store it doesn't give any information on how many bytes and an estimate of remaining time based on current bandwith.

I went to the App Store and clicked on the Updates tab at the top (not the Purchases tab where others tell you to go) and a progress bar is visible.
Thanks, finally an answer that works for Snow Leopard (10.6.8)! Not. So. Intuitive.

A large section of software becomes incompatible with 10.7 and above.
Go to the App Store > Updates tab. There you can find the mavericks download in detail.
Click on the Purchases tab. It shows the download progress.

This is why Apple we do not like updates via the App Store!
You can pretend that it just works, for you maybe, but not "…for the rest of us!"

I never try to download a major OS on the first day. And after waiting a little while, I've never had a problem.
I'm not pretending anything, and I AM "the rest of us."
