In the App Store, GarageBand for iOS is listed as, "Offers In-App Purchases", and the featured In-App Purchase is "Complete collection of GarageBand instruments and sounds - $4.99".
I've downloaded the new version (2.0), but I can't locate the in-app purchases. Does anyone know where to find them?

Tucked away at the place when a paid feature is being used. Try add a track with smart drums and you will see.
BTW if you used to have older version of Garageband for iOS you can restore purchase - saves you $5.
I have found where to download the complete content for garage band, but on both the Garageband pull-down menu and the App-store In-App purchase for $4.99, I am unable to click on the item to download it. What am I doing wrong??
I still cannot find the in-app purchase to either purchase or restore. I'm a paid user of the previous version of Garage Band but uninstalled Garage Band and then reinstalled the IOS 7 version.

You may have disabled in-app purchases.
Check in the Settings.app:
Settings > General > Restrictions
