iMac not sleeping when I press the power button (Mavericks)

I'm seeing some odd behavior (to me) since I upgraded my two iMacs from Mountain Lion to Mavericks yesterday. In Mountain Lion I could always hit the power button and put the computer to sleep. Since I upgraded to Mavericks this only works when I'm logged in. If I log out and hit the power button at the login screen, the mouse pointer disappears but the computer does not go to sleep. It just stays there powered on. I have to use the mouse to click on "Sleep" in order to put the computer to sleep. This happens on both my iMacs, a 27" mid-2011 and a 24" mid-2007. I have read this knowledge base article on using the power button in Mavericks, but it doesn't indicate any difference in behavior between logged in and not logged in. Has anyone else observed this? Is this intended behavior?

there is catch from Apple, I use to press this button a lot on my iMac before leaving it on desk, but i noticed same as you, apple changed the way we use to put computer in sleep, now you have to press power button for two seconds then the shutdown menu will popup:

now froom here you have to select sleep option, Apple just killed the ease to putting your system on sleep.
