ICloud keychain on Mavericks in Ukraine

When I try to set up ICloud keychain on Mavericks, it's prompting me for the phone number, but I can't see my country in the drop-down list. I live in Ukraine. I see every other coutry, but not Ukraine. Why is that? How can I get it registered then, and how critical is the valid phone number?

MacBook Pro, OS X Mavericks (10.9)

Andrey, try "advanced setting" below the 4 digits input. There is an option "do not create password".

Thanks, this helped. However, I still don't understand why Ukraine isn't presented in the list. I'd like to see Apple expand their services and products in this country.
