I've discovered that you have to move the cursor to a corner and LEAVE IT THERE in order for the Hot Corner's action to begin. I discovered this by accident.
Apparently, when I was trying to get my Hot Corners to work previously, I was "batting" the cursor at a given corner, and in doing so I was immediately pulling it back out of that corner.
To test my theory, I tried the "leaving it there" method versus the "batting" method and sure enough, my theory is true. I never knew that before, and I hope this helps some other people.
When I said I wish I could go back in time, what I mean is that I don't know if my Hot Corners were ever broken in the first place. It could have been my "batting" technique that was the cause of my failure.

Similar approach worked for me: setting screensaver to 1 minute didn't work unfortunately, but after clicking the "Preview" button (it only shows if you hover over the screensaver preview), the screensaver kicked in. After this the hot corners started to work again.

Apr 2, 2014 9:28 AM in response to nodavidby ammulder,In 10.9.2 I found that the screen saver hot corner does not work if the energy saver setting to power off the display is shorter than the screen saver delay time. If I set the screen saver timeout shorter than the display power timeout, then the hot corner works again.

He showed me that after the OS X El Capitan update that you have to "re-implement" Dashboard. He did a thumb + 3 fingers swipe on the track pad to bring up the screen captured below and the selected Dashboard on the bottom right side and now it is accessible again via Hot Corners.
