Q: How do I use hotspot to connect my laptop to the internet?

I am trying to utilize hotspot to connect my laptop to the internet. My phone is not coming up on my laptop as one of the available wireless network connections. Please help

iPhone 4S, iOS 7.0.3

You would need to be provisioned by your phone carrier to use hotspot.
