Am i mising it or is the insert>layout break feature gone in pages 5?

It is gone in my version of Pages 5.0, but when I open the template "School Report", it is formatted with layout breaks. Showing the invisibles even reveals the layout breaks. The Pages online help references layout breaks, but I can't find anywhere in Pages 5 to actually insert one. Perhaps this is a bug?
The layout break is gone, but I don't think the functionality is. I am trying to have a title header which is full width, with three columns below it. When I change the number of columns to three without selecting anything, it makes the entire page three columns, title included. But when I select just the text that I want, then make that three columns, it leaves everything else as one column.
Meaning, Apple removed the need to insert a layout break.
Yes, it is possible to select a paragraph and change the number of columns. Do this and Pages inserts a Layout Break after that paragraph. But there does not seem to be a way to seperate the now two layouts. Text in the one column section begins right below the three column section. The only way to seperate these sections is to add hard returns. This will work if there is only one column, but not if there are multiple columns. Perhaps the problem is more with setting margins in layout breaks.
You can also apply white borders bottom/top to separate the sections as a workaround.

I see what you mean. Nice idea. I wonder if this is what Apple now expects us to do?
I still have faith and think that they just ran out of time for the release date.
Another work around:
Highlight your text
Click on the View icon (upper left-hand corner--blue & white box)
Click Show Ruler
On the ruler bar, click and hold the left margin placer (blue down-arrow under #1)
Slide that arrow to reposition your text
If I get used to it, I think I might find this easier than inserting layout breaks.
What has that to do with Layout breaks?
That is just a left margin indent. If you have multiple columns that will apply within each column.
Layout breaks in Pages '09 let you have before and after and hard right, hard left spacing.

Oh, yes, I see, Peter. I hadn't tried inserting columns. I only repositioned the text of a poem--single-column effect.
Big problem for my technical writing--still looking for ways.

I just contacted Apple Support via phone. Keenan, at Sacramento, CA, says Layout Break is a missing feature and it is not on the engineering fix-list. It was removed because Pages '09 was “too good” for simple devices, and Apple is trying to develop one Pages application for all devices, accessible via the iCloud.
He said the only way to have Layout Break returned is for many people to leave feedback at http://www.apple.com/feedback. When you get there, scroll down to applications and click on Pages to bring up a feedback form. The more who do this, the greater chance of being heard—I am the only person he has heard from, and one voice has no weight. When they realize the effect they have had on technical writers and power users, they may respond.
In the interim, Keenan suggests using Pages ’09—he said that Apple kept the older version in our Applications folders (under iWork) in anticipation of Pages 5 causing problems.

Here's an absolutely horrible workaround, but it may save some projects...
Where you want a break, insert a rectangular shape between layouts, such that the Shape Causes Wrap feature causes a space. In the following example, I've used a rectangle shape with a fill, so it is obvious what I put there. A White Shape with no border would be best...

It seems that it's there, but it does it automatically for you.
Say, for example, you want the title as a single column, then some lines with multiple columns, and then some text underneath as a single column again.
What you do is select the text you want as 3 columns and change it to 3 columns. Then select the text underneath you want as a single column and make it a single column. Do View>Show Layout to see what's going on.
Too good? I must bite my tongue not to curse in this post. What the heck is Apple up to? We are grown ups. We make a living of using Apple Products. I turned away from InDesign on to Pages 4.3 because it was so much more intuitive and easy and could handle Photoshop files better than ID ever could.
Now they take out vital stuff - imagine that: Text Edit has the far more powerful search/replace engine than Pages5!! P5 doesn't even find 2 consecutive paragraphs!! This is 2013!!
Palettes are inconsistent all over the place. Remember why Mac OS set the status quo back then? Because They unified the GUI - all was at the same place, in every app. Look now, who can handle this wilderness?
P6 won't probably allow is to use the mouse for the sake of tablet users!
Why should I use their products on a longterm basis?
Apple has become from "No. 1 Choice" to the "the least evil". Time is up for competition. Is really nobody there who understands what users need? This is the worst time during my 20 years of working in front of a screen.
Rate/review Pages 5.1 in the App Store.
