Q: iOS 7.0.3: iPad 2 (Wi-Fi + Cellular) Personal Hotspot

So as to save some other poor soul of going through the grief I did with their carrier when it comes to Personal Hotspot on a pre-iPad 3 device.

As I don't often use Personal Hotspot, although I like having features handy in case I have a need, I hadn't immediately noticed that the feature was missing.  As I'm aware that Carriers control this feature, I placed a call to my Carrier (Rogers) - 1.5 hrs (hold & tech) - to finally factory reset my iPad 2 device after all troubleshooting attempts to obtain the Personal Hotspot feature on my iPad 2 were unsuccessful.

Many Internet and Apple Community postings imply that the feature should be available on both iPad and iPhone providing the Carrier has enable the feature and your plan includes it.  Additionally, the iOS 7 documentation implies that Personal Hotspot is a feature available in iOS7; what it doesn't indicate - or I missed while re-reading - is that users of pre-iPad 3 devices will not be able to use Personal Hotspot.

While I'm certain this is a given for some folks out there, those of you who are unfamiliar with troubleshooting Personal Hotspot issues will likely find the following articles are of relevance ... mostly notably the second link:
