What's up with those little contextual help popups?

Mac OS 9's Balloon Help was an unappreciated, underused, unsung hero. I had a third-party INIT that would display them when the Caps Lock key was down. It was wonderful! Reliable! Repeatable!

Now all we have are those little help popups that appear after only an excruciating delay - if at all - when one hovers the pointer over an item. But they don't stay long enough to read them before disappearing. Then they usually won't come back when moving the pointer away & back again.

Aaaarrrggghh!!!!

How does one get the help popups to appear on demand without delay? And how to keep them up until I've finished reading them?

(Some apps seem to do so when the Ctrl key is depressed while pointing, but not all apps, and not reliably or repeatably.)
