I'm having the same problem. After i customized a tag, the "All Tags" section disappeared. Wierd. Definitely need to be fixed
Someone in the MacRumors Forums helped me figure out the issue with the missing “All Tags…” Sidebar item. What I'd thought was a bug is not a bug. After a little experimenting, I learned that Finder adds the "All Tags..." item to the Sidebar if the number of tags significantly exceeds the first screen length of the Finder window and the scroll bars appear. (Deleting the number of tags it takes to return the Finder window to a single screen without scroll bars -- plus a few more tag deletions -- seems to get rid of the "All Tags..." item again.) A further wrinkle to this issue... if you check to display all your tags, the All Tags option isn't visible no matter how many tags you have.
If you have a bunch of tags and still don't see the "All Tags" view, then go Command + Comma, then uncheck some of the tags. I unchecked the colors because I use color tags to color code custom tags.
