Ios 7 gestures on iPad 3 are very very buggy any solution?

My iPad 3 has been running super badly on iOS 7! First of all the notification center, the control center etc are horrible! The don't have the blurred effect! And you can't turn it on in settings! :( (I'm dissapointed with apple on this one.. The totally "forgot" about the iPad 3 (which was the best selling iPad ever) this effect is one of the best ios 7 new features and they just couldn't make it work on the iPad 3.. I haven't been using my iPad as much since ios 7 came out because of that reason..)

But the worst thing of them all is that when exiting an app using the finger gestures it just completely lags and has lots of bugs!! I was hopping they wild solve this with ios 7.0.3 but nope.. So my question is can this be solved or will apple continue to just don't care about the iPad 3?
