I have upgraded the software on my iphone to the ios 7 and my phone is stuck in the welcome set-up area. I have gotten to the Connect to itunes part and I have connected, backed up and synced several times but the phone will not move past this part. Can anyone tell me what I need to do?

Okay, I did that and I have gotten right back to being connected with itunes the phone has synced yet again. what is supposed to happen next? I have been at this for HOURS. I would really like my phone back.
This sort of happened to me where my new phone got stuck at the passcode screen after I entered the passcode upon restart while upgrading. I just turned off the phone and restarted it. This worked and the phone completed the setup process.
First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
If that doesn't work Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
I clicked on another conversation that was similar to this and tried telling it to set it up as a new phone and it has moved forward. I guess I'll see what's there and what isn't. At least I know that I have backed it up to my computer at least 7 times today. 🙂
plug the phone in the computer, open itunes, put the phone in dfu mode (hold the lock and home button) then restore
The sync happend and now the phone is telling me to connect to itunes again!!
