Here's what this POS called Mavericks did to my OS X Mail:
It screwed with my Gmail and Outlook IMAP folders. Specifically, it moved my Gmail "All Mail" and my Outlook "Deleted > POP" folders to "Trash". As if this were not enough, I used to be able when composing, replying, or forwarding an e-mail to click on "Address" in the compose window, select a name from Address Book, and that name would populate the To: or Bcc: fields, per my direction. No longer. Now for EACH recipient, I have to select either To: or Bcc: This is a freakin' pain!!
I have a similiar issues. Mail, Maps and Contacts will not open.
I tried Repair Permissions, starting in Safe Mode and the PRAM reset. Could the problem be somehow related to iCoud? The iCloud settings and Internet Accounts settings under System Preferences freeze and cannot be modified.
I created a new user account under System Preferences - Users & Groups. Everything works well in the new user account. I will import my mail from my old user folder.

I also have just upgraded and my mail app will not open. This is on an 2008 imac.
My mail server is working fine as I can still send and recive mail on my IOS devices. Mail is working fine on my wifes MacBook also upgraded.

After installing Mavericks on my iMac (Core 2 Duo 4G RAM) Mail won't open. Or at least takes 20 minutes to open. And I get a "not responding" in Force Quit Applications. Trashing preferences doesn't fix it. Also, once opened, graphics in html mail disappear. (They are there originally, but after a while are replaced by litle blue boxes.)
Installing Mavericks on my MBP (8G RAM) did not have this problem, BUT no Gmail prior to installing Mavericks appears.
Is exporting mail boxes, reinstalling Mavericks, and importing mail boxes the only option?
Unclear whether Mavericks was at fault, but this is how I resolved my problem:
Revert to OS X 10.8 using Time Machine.
Exported all "On My Mac" mailboxes to external drive
Did CLEAN INSTALL of Mavericks
Before opening Mail, dragged Library/Containers/com.apple.mail and Library/Mail to desktop
Opened System Preferences/Internet Accounts and DE-activated mail in all accounts.
Opened Mail and set up all mail accounts.
Imported all 'On My Mac" mailboxes from external drive back into Mail, (and renamed as necessary.)
After confirming Mail running properly, deleted Library/Containers/com.apple.mail and Library/Mail from desktop
Took a lot of trial and error, but all steps were required in my case.
