You're out of luck, since Apple decided to destroy over 20 years of muscle memory to add, IMO, an useless tabs feature to windows and change that previous Finder setting. All I can suggest is to File a bug report with Apple. for lost functionality. They can reassign the tabs thing to open by using the CMD key and restore the previous behavior.

Why couldn't they make this an option?
Yes I do not understand why every time apple introduces something new something old has to disappear. There must be a way of waking up Apple. I suspect this happens also woith MS Windows. Look at the stink over the Start Menu.

It's Tab or Bust. I'm really beginning to hate the iOSification of the Mac OS like this. This isn't a touch screen. This isn't a tablet or phone. It's a freaking desktop. I and many others navigate with the keyboard. This is maddening that we can't use the keyboard at all to open a new window without closing the one behind us (holding CMD-OPT-Down Arrow).
I wonder how many more features Apple will kill off to make Jony Ives happy.

Now they have received so much bad feedback that they have promissed to bring those features back within 6 months. We should keep talking and discussing this problem to make them aware of the issue with the hope of improvement within a couple of major system updates.

It may be petty, however this is/was how I use my folders with the open every folder in a new window. The command click kinda works, though I don't prefer it. My preferable way to use the finder windows is/was by command up arrow or down arrow. I could throw "option command" up arrow or down arrow in if I wanted to close the window I was opening from. Just seems silly to pull out old functionality. Free or not, just bring the old way back please.

There are many who feel that way, but for the moment your only avenue is

They don't reply to the feedback but the more people who post feedback on the issue then the more likely Apple are to address it.

You can also send a bug report or an enhancement request to Apple via its Bug Reporter system. To do this, register as an Apple Developer—it's free and available for all Mac users and gets you a look at some development software. Since you already have an Apple username/ID, use that. Once a member, go to Apple BugReporter and file your bug report or enhancement request. You'll get a response and a follow-up number; thus, starting a dialog with engineering.

In 10.9.1, I find that right clicking on a folder gives "Open in New Window" as the top command. Double clicking on the folder icon does indeed replae the first window with folder's window.

It used to offset the new window. I think Apple is trying to force us to use tabbed windows. Those people who like to use keyboard shortcuts probably do not mind this system.

Jan 31, 2014 4:29 PM in response to Stephen Kiserby Andrew White2,You're absolutely correct. Apple, in it's Infinite Loop wisdom, has taken away that feature. What on earth are they thinking? That ability has been a staple of the OS since it's early days. It seems more and more that Apple is trying to evolve the MacOS to be more like Windoze. Much of Mavericks has been a huge disappointment. To me, Mavericks is to Apple what Windoze ME and Vista were to Microsoft; disasters.
I'm thinking Apple's management needs to iginore Steve Jobs' request that they do the right thing and not think about what Steve would do. I strongly feel Steve would never have approved this change. In fact, I doubt he would have approved of much about Mavericks.
Message to Jony Ive:
Jony Ive, I love the work you do with hardware. You're briliant; but with software, you're far out of your territory. Merely making something look pretty doesn't necessarily translate into efficiency, and isn't efficiency what makes an OS superior?

I have GOOD NEWS. There is a way to "fix" this if you are willing to give up something...
If you hide the toolbar AND the side bar in a window, and then double click on a folder it will open in a separate window or tab based on you selection in Finder Preferences.
Try it...it works.

Close sidebar.
right click tool bar in window and "hide" tools.
NOW YOU CAN DOUBLE CLICK TO OPEN A FOLDER IN THAT WINDOW.
Other methods:
1. command click folder
2 turn on right button clicking for the mouse in system pref. Then right click for sub menu and "open in new window"

Sorry, your idea of turning off the toolbar and side bar to regain the double-click to open a new folder is like "Hey, I discovered how to fly! The landing is somewhat deadly but in the meantime, you can fly!!"
As far as the selection in the Finder Preferences to make the r-click option to open in new tabs OR new windows is NOT like Safari. In Safari I have both options availalbe. Here, only one or the other. I've made my complaint known via the feedback link that many have placed. All we can do is to hope!
