iMessages going as text messages

I have a 4s running 6.1.3. I get and send iMessages fine except to one friend who recently upgraded to iOS 7. Now all my messages to him go as plain texts, not iMessage. What is happening here?

here it goes again...

SETTINGS> GENERAL> RESET> RESET NETWORK SETTINGS

That helped me a lot with my iPhone 5 with the upgrade and my new 5s.
