After insaling Safari 7 and updating to Mavericks afterwards, Web Inspector is "behaving" - initial window is gray backgound. Once I resize Web Inspector window it shows up properly, but unles resized it stays gray no matter the page, tab or window. Any ideas?

This was resolved by closing Safari, deleting /Library/Caches/com.apple.Safari/Cache.db file. Web Inspector shows normally now.
Unfortunately, that doesn't help me. Have deleted both /Library/Caches/com.apple.Safari/Cache.db and ~/Library/Caches/com.apple.Safari/Cache.db, still gray background.
I eventually went to clean instal due to few more glitches and issues and Inspector is showing properly straight up now. I know this is least desired option for anyone, but that was third major OSX upgrade so it was a time to go clean.
Finally it solved after reboot.
I have noticed after a reboot it will come back after time. I do not want to be constantly rebooting my machine either. Can I ask, what machine you guys are running? I am seeing this issue occur on one of my 4 machines, my 24" iMac,3.0.6 GHz, 6GB RAM, 10.9 Build 13A603.

I am on 27" Mid 2011 iMac, 3.1 GHz, 8GB RAM. Using Web Inspectror relatively often, and no more issues after clean reinstal.
I'm on Mac Mini 2010, Core 2 Duo 2.4, 8GB RAM. Mavericks from Apple Store, don't know build number.
I found as workaround that when Inspector not docked then everything is fine.
I had the same problem.
A quick fix: place you mouse at the top of the inspector until your mouse changes to the double arrow pointer. If you change the siez of the inspectore, it will show up.
Changing the window size works too.

Just to note you all that issue appears again, no matter fresh installation. Resizing it a bit resolves temporarily but this is certainly is not a permanent solution.
I was also having this same issue and it looks like resizing the web inspector box does "fix" it. Rebooting the computer resolves the issue for a few hours if that. I've gone ahead and submitted the issue to the Safari engineering team so hopefully, fingers crossed we can get this resolved soon!

Another solution:
Turn Hiding On of Dock to ON state.
When dock is hidden this bug is out.
I don't know why it is, and i said about this crap to Apple at Bugreports center in October/November., with VIDEO and so on.
Also what is work permanent, without reboot:
Open Terminal:
killall -KILL Dock
This is Dock restart.
