On an iPhone you can go to "Settings" then "Cellular" then "Setup Personal Hotspot" so that you wifi only iPad Mini can connect and get data through your iPhone cellular connection.

You may need to call your carrier to enable this feature. Be careful of using a great deal of data. It will contribute to your data plan quota.
