How do I have iOS 7 send safari tabs to iCloud?

Running iOS 7.03.

I can see other Mac's tabs on the iPhone 5s, and on Safari on a Mac Pro I can see other Macs and iPhone, but I can't see the iPhone 5s tabs. Is there any special preference I need to set to share the tabs?

The only setting is to go to Settings>iCloud and turn Safari on, and that you have not enabled private browsing in Safari on your phone.

I'm embarrased, but only a little. I had seen the private browsing button on the bottom of the safari panel, but had thought that it was to turn it ON. The diffrerence between on (a faint button), and off (words only, no button), is really indistinct and should be made more clear. Once I turned off Private browsing it worked.
