Feb 26, 2014 10:00 AM in response to IrisLylaby matt.mikaelian,I was able to fix this problem temporarily. I had to restore the phone to factory settings. I was not able to use the backup file I saved either. Once I tried installing the backup, the cellular data settings were once again switching to ON. This worked for a month or so - then I updated my software with the new version that came out in the last week - now I have the same problem again. Really don't want to restore my phone again!

As the issue is happening with preinstalled Apple apps: Mail, Weather,... i think we cannot do so much. It is a iOS software bug, which needs to be addressed by Apple, and it is not a Hardware problem.
I have been web researching and this issue began on the iOS3.x. Basically, you can turn off the cellular data, and even delete its APN configuration. But by some strange reason (iOS BUG), when you use one of the native apps as Mail, Weather, etc., the iPhone will try to establish a cellular data connection. Of course, if the APN configuration has been deleted, the iPhone will not be able to establish the data connection, but if your operator configures its Mobile Network to bill you those failing data connections "tryouts", you will be billed for them. Basically, is like paying by making "lost calls".
It is not fair, of course, but the problem is not the operator, the problem is that the iPhone doesnt fully disable the cellular data connection, even turning OFF all the settings.
This is a MAJOR bug, and from my research, the only solution that I found was mentioned in a Jailbreak forum. Of course, this is not legal, because we have not our iPhones jailbreaken, and we want that Apple solves this iOS BUG definitely.
This is an iOS bug since 2010 at least, unbelievable, but true.

Mar 3, 2014 11:24 AM in response to torakaruby The Gr8 Techo,I m nt sure bt try going to privacy settings and if u see cellular data then click on it and a list of apps will be shown that use ur cellular data then go to eah app and slide the bar to off so thaley will nt be able to use it
I m never using cellular data but use only wifi so I dont know if it appears but mostly all system settings used by app are listed in it so maybe this will also be listed

Could all of you confirm to us your iOS version that you are using and suffer this problem?

Mar 4, 2014 6:16 AM in response to torakaruby matt.mikaelian,I had this problem before I updated to 7.0.6 and was able to resolve it by restoring to factory settings and not backing up. Things were fine until I updated to 7.0.6 and then the issue came back. I have since restored to factory settings again and have not had an issue. Again, after the reset I could not install a saved back up of my phone because it recreates the problem.

Mar 4, 2014 6:33 AM in response to matt.mikaelianby torakaru,I though that the iOS 7.0.6 already fixed this issue. And if we must after every new iOS update to 'Restore' form scratch, then, it is very annoying. Do you think that your first backup could be corrupted?

Then my backup won't be current. At this point I've taken care of it and reinstalled everything-- just hoping this doesn't happen again....

I have talked to Apple care and was told to do a hard reset and wait a few days to restore my 4s. After reading a few posts on different threads doing so does not seam to work. I hope this is fixed soon because I am losing my faith with Apple products.

Mar 7, 2014 3:40 AM in response to IrisLylaby courtneyalex,This has been happening to me over the past few days and I am on iOS 7.0.6, out of all my apps I turn off more than half of them when using my data and I don't get that much data to do me for a month so this problem needs to be addressed by Apple accordingly. Through reading previous threads this problem has persisted for many apple users since 7.0.4 and it's getting a bit ridiculous, I've only been an iphone user for 6 months and I'm using a 4s.

Mar 7, 2014 4:39 AM in response to courtneyalexby torakaru,Courtneyalex, to me this seems a SW iOS issue, and not a HW issue (not related to your iPhone model).
1) If you are using already the latest iOS 7.0.6, did you try to Toggle OFF all you applications (not only some of them), and also the main Cellular data toggle?
2) I know this can be annoying, but did you try to make a clean restore (without using a previous backup), and begin from scratch? This solution seemed to work for matt.mikaelian.

Mar 7, 2014 5:50 AM in response to IrisLylaby courtneyalex,I've pretty much keep the main cellular data option to off anyway, just whenever I do have it on I'm quite forgetful in that I'll not turn it off again. With my previous mobiles I've had to do several restores with them, given they were blackberry so that would be expected for them to mess up. And I want to avoid having to restore at all costs. I'm going to wait until the next update and if the bug isn't fixed I'll resort to a restore. Bit wary at doing that then it turning out it doesn't fix the problem also.

Mar 7, 2014 6:05 AM in response to courtneyalexby torakaru,It is not sure that waiting to the next iOS update release will solve the issue/mess in your particular case. Because if there is something messed in your current configuration settings, it will remain also after the update because it will load the old backup data. So, as other user mentioned, the only way is a clean restore and dont use any previous backup with messed settings. I know, it is annoying, but it seems the only way.
Other issues in previous iOS's happened in the past, and even after an update, they were not solved without a clean restore. And even, if you go to an Apple Store, the Apple Genius will be the first thing to tell you before moving a finger.
