    Hi to all!

First of all, sorry for my bad english. I´m from Germany. Second. I identified the problem and found a solution for people who has a JB.

BUT, I think there are other ways to solve the problem in other ways. It´s quite simple. It´s all about the "Access Permissions" of the CellularUsage.db

You just have to change the "Access Permission" - "Group" to "Read and Write".

Afterwards reboot your iPhone or iPad. Now you can change all the "Use cellular Data for" Buttons.

    Have fun. Tom

This picture shows a screenshot of JB IFILE, there you can see there I changed the Access Permission from Read to Read and Write.

    This worked for me!

My wife and I both have an iPhone 5C and the same accounts on the same carrier which is AT&T.  I couldn't duplicate the problem with the apps turning on with my iPhone at all.

After upgrading to iOS 8.4, I read this post and updated her applications in the App Store after enabling Cellular Data in for the App Store App.  The same apps having this problem were all waiting for updates.  Once all applications were updated, the use cellular data settings remained off.

Same thing apple said update software.   BUT dont, first try this. SETTINGS>GENERAL>USAGE>MANAGED STORAGE>IOS(what ever)>delete update. After a few seconds fixed. then I reinstalled apps and issues was 100% fixed. not sure if will work without uninstalling apps. Good luck
