I can still sync contacts in the address book to my iPhone 3G using iTunes without any problems.

You can store some contact groups or individual cards separately on your Mac and in iCloud ready for when you upgrade to a phone that does support iCloud.

So long as you do not merge the iCloud and locally stored "On My Mac" contacts together in iCloud upon upgrading to Mavericks local sync will still be available. To be honest with you, managing the contacts separately has proven to be quite useful for me. I do not necessarily want all the contact groups I use with Apple Mail in iCloud to be synced with my iPhone 3G.
