I downloaded all 1.9+ GB of the update to iMovie last night and it appeared to install, but this morning, I noticed that there was another update for iMovie appearing in my App Store.
Any idea what's going on and how can I prevent this update from constantly reappearing?

Do you have a backup on external hard drive that's connected to your Mac that has the older version?

No secondary drive connected.
Fresh install of Mavericks. App store not working properly.
I have an external drive for backups. I would venture to say that there is an older version on that drive.
If there is, what do I need to do to stop the App Store from telling me to update, or am I through with this because I have two copies of the older version, it will be satisfied after two downloads of the new version?
Well, in your case you are still seeing an error as I am.
Never should you get 2 of the same icon for the same version of any download.
**Apple is busy working on the current problem in the app store. I have reported this to a
senior Appstore Advisor as of yesterday and will send me an update when they have fixed it.
Some older versions of iMove are disassociated with Apple IDs which seem to make this error appear.
