Why is it that I cannot sync my notes in Maverick with my IOS devices?
Are Notes in the pane in System Preferences > iCloud and are they checked?
Yes but it is checked but under another me.com address, an older address. A previous address not the current one. I do not know how to get it to recognize the 'primary' address
In your Notes app go to Notes menu > Accounts and delete the old address and add the new one. Also be sure in "Details" at the top right the address is correct.
I solved my problem. All I did was go to system preferences> iCloud. then logged in and unchecked my notes and then checked it. Sync was quick and proper.

This is not working.
Accounts in Notes, and on the iPhone are set up.
UnClicking the box for Notes, and then Clicking again does not work.
Is there a reason that Apple decided to screw up something that was working well, for something that obviously ain't working anymore.
