Check the status of the activation server from time to time:

I have the exact same problem.

iPad 2, upgraded to iOS 7.0.3 (from 6.1.3).

I have the "Hello" screen, and then i choose a language and location, and the ipad is trying to activate, but gives me the same message as for negin6666.

I tired resetting, tried restoring, tried using latest iTunes to activate - nothing works.

Apple support told me that i need to try later, but it felt like a made up advice, because the server status is green. i think the guy just wanted to get rid on me. 😟

anyways, any advice?

Try these options, not sure if the order matters or if only the second to last was the thing did it, but mine eventually got resolved: - for iPad

Put it on WiFi mode - even if you don't have alternate signal reception

In SETTINGS, iMessage, delete the email address that is there - top right corner, proceed with NEXT, disengage any options there

Launch iTunes via your MUSIC app

Launch APP STORE app, update any software

Launch MESSAGING, re-enter ID and password if asked

fail activation ipad
