Is there a way to activate the WiFi sync option without my device connected (iTunes/ PC cannot see my iPad 2)?

When I connect my device (iPad 2) to my PC via USB it isn't seen by both my PC and iTunes, it just charges so I know my USB isn't broke. I want to activate the WiFi sync option to sync my data on my iPad because I can't anymore. Earlier I had the option checked but I wanted to compare the speeds of syncing and I couldn't reactivate the setting.

Any useful information would be great!
