after the update to mavericks when i visit a site and start to type i no longer get suggestions. also under safari>preferences>autofill everything is greyed out and not selectable except the edit buttons. I thought maybe it was related to keychain so i signed into icloud but nothing changed. I have to fill out forms all day and retyping the titles is quite tedious. Any suggestions?

If this is indeed a work computer then the reason may be that your IT has installed a profile that disables Safari's password autofill feature. Check in System settings => Profiles => a profile that says "Disable password autocompletion" under the Safari header.
Doubt it's a keychain issue. More likely an extension or plug-in issue.
Try troubleshooting extensions and third party plugins.
From the Safari menu bar click Safari > Preferences then select the Extensions tab. Turn that OFF, quit and relaunch Safari to test. If that helped, turn one extension on then quit and relaunch Safari to test until you find the incompatible extension then click uninstall.
If it's not an extensions issue, try troubleshooting third party plug-ins.
Back to Safari > Preferences. This time select the Security tab. Deselect: Allow all other plug-ins. Quit and relaunch Safari to test.

Type or copy paste the following:
~/Library/Caches/com.apple.Safari/Cache.db
Click Go then move the Cache.db file to the Trash.
Quit and relaunch Safari to test.
negative. did the above, made a new case titled test on the website, opened a new case and typed "t" and no autofill and everything still greyed out. I appreciate your help so far and i'm open to more if you got it.

Might be corrupted Safari preferences ...

i have chrome installed and auto fill works fine so i guess i'll just use that and start over with my autofill texts. thanks for your help though.
You could try restoring OS X using OS X Recovery
good tips but unfortunately no. disabled plugins and extensions and still greyed out. no autofill suggestions pop up. I added the autofill button to the toolbar also and it is greyed out as well.
LOL believe it or not i beat you to that one. there was a plist for safari under the user>library>preferences but not the root>library>preferences. still didn't help
LOL i feel ya. if this wasn't a work computer i'd be all over that one myself
One more thing... try deleting login items.
System Preferences > Users & Groups > Login Items
And HD > Library > StartupItems
Then restart your Mac.
