My IPad is locked after downloading an update. What is wrong?

An ITune symbol is shown with a broom and arrow pointing to the ITune sysmbol. The IPad is locked there. Is this a virus I downloaded?

No (unless your iPad is jailbroken then I'm not aware of any viruses for it), the picture is a cable and the iTunes symbol, indicating that it's gone into recovery mode : http://support.apple.com/kb/ht1808

You will need to connect the iPad to your computer's iTunes and you should then be able to reset the iPad and restore/resync your content to it.
