Home Sharing isn't working

Hello. I've been trying to set up home sharing for a month now, and I'm not sure what I'm doing wrong.

I have a 4th gen. iPad and a computer running Windows XP. The iPad is completely updated, and the computer is running the newest version of iTunes.

Both of the devices are connecting to my router, and the internet will load. The router is new, I just set it up earlier today.

Any advice on what I need to do? I am out of patience and ideas.
