WHen I am calling the iPhone I can hear the ring, however the iPhone is still blank and not showing any sign of incoming call.

It sounds like you updated to iOS 7.0.3 and now the phone will not boot to the Home Screen, it seems to loop back to the screen with an Apple over and over. I want to recommend plugging in your iPhone to the wall charger that came with it, and then reset the device and see if it boots after that.

If your device stops responding, you can reset it by pressing and holding both the Sleep/Wake and Home buttons for at least ten seconds, until the Apple logo appears.
If the issue persists, you may need to connect the phone to iTunes and restore it again, but this time in Recovery Mode with this article named:
