Why am I not able to manually set transition times?

I insert a transition between clips and iMovie sets a default time of 1 sec. I input a new time -- say, 3 seconds. iMovie appears to accept the new time, but when I replay the video, the default time is back. What step am I leaving out? This is the new version under Maverick. Thanks,
