I've always kept the network utility in my dock because it's a great way to check, monitor and investigate network issues. When I installed Mavericks, it's gone... and it's not in system preferences. SURELY, it's not gone!?

It's in /System/Library/CoreServices/Applications/ folder.
It's been relocated to: /System/Library/CoreServices/Applications/
Drag the icon to your Dock (or create an alias and move the alias to a location of your choice (i.e Applications/Utility))
It's not gone, just hidden.
Select the following line (triple-click the line to select it) then control-click, and from the contextual menu select Services > Open
/System/Library/CoreServices/Applications/Network Utility.app
Drag the icon to another location in the Dock and it will stay there after you quit Network Utility.
