IPhone 4S is not charging. The charge is "going in and out" but percentage not rising. Tried multiple USB cords, HELP!

I have not upraded to IOS 7, still on 6.1.2.

iPhone 4S, iOS 6.1.2

Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.
