Q: Error trying to update ipad

I'm trying to update my Ipad 2 to the most current operating system. When connected to Wifi, I try going to Settings > General, but I do not have an option to update here. I've tried hooking it up to itunes on my PC and updating from there, but I get a message "The ipad update server could not be contacted". Getting frustrated as I can't update the software and I can't access many new apps as they require a higher version to work correctly.
