My MacAir Mid 2013 is damaged but the SSD still works.
Is it possible to buy a new MacAir with the same specifications but a smaller SSD and put the old SSD in the new MacAir? Would I have to reinstall the system software?

Yes, but only if the damage was not done by you. If you caused the damage, then all you can do is have it repaired at your cost. If it's under warranty, then you can have it repaired if you did not cause the damage.
You cannot swap SSDs. They are not like hard drives. You would need to disassemble the computer which would then void the warranty.

I.e. if I bring both MacAirs (broken one and new one) to an Apple Service Provider and ask them to swap the SSDs,
would that work out (and if so, would i have to reinstall the software?)?

That is the only legit way, if they will do that for you. All you can do is ask. 🙂
