There are no Apple representatives here, only users like yourself.

Only the carrier to whom the device is locked can authorize it's unlocking. Contact the carrier.

Use Google to find their contact information.

Just FYI, unless you are a customer of AT&T, they are unlikely to authorize the unlocking.

I bought an iphone 6+ to T-Mobile Carrier in a Apple Store, I need unlock this, But T-Mobile REFUSES unlock, and they said "Go to Apple store" they can!!

Is True or not?

Only T-Mobile can authorize the unlock of the device. Apple does not unlock phones at all. Make sure you are contacting the correct T-Mobile carrier, since they have different branches in different countries.

ONLY the carrier to which it is locked can initiate an unlock. No one else at all can do this.

The carrier, however, is under no obligation to unlock it for you, if they choose not to do so.
