What do you mean? Those links that Diavonex posted will help you if you want to use the Messages app. If you are asking about SMS text messages, you need to be specific. If you have an iPhone and you link your iPhone number with your Apple ID, you can use text message forwarding on the phone so that you can send and receive SMS text messages on your iPad.

You must be running iOS 8 and you have to be singed into iCloud and must be on the same WiFi network with the phone and the iPad in order to use this feature. You also have to enable this on othe phone in Settings>Messages>Text Message Forwarding>Your iPad name>On. When you enable this, the phone will send a code to the iPad that you have to enter in order to finish the set up.

DO you have an iPhone? Are you running iOS on both devices? Do you have an iCloud account? If you lack any of the three requirements, you cannot send or receive SMS message on the iPad.
