I upgraded from Snow Leopard to Mavericks and I'm having headaches caused by Safari's horizontal scrolling and the constant movement of the web page.
Can I - if possible - turn off the horizontal scrolling when it's not needed, for example with this form that has nothing to the right or left?

Have you tried uninstalling Photoflash to see if it makes a difference ??
That won't help: the horizontal scrolling is a 'feature' designed to emulate swiping on a smart phone.
The 'swiping' motion on my 29" monitor is so large and takes up a lot of my vision (eyes about 18" from the monitor) that the motion causes vertigo. On a little screen, it's OK. On a big screen, not OK.

I am having the same problem here with my just bought MPB... This is very very annoying! I'm moving from Snow Leopard where everything used to scroll perfect. I use Google Chrome to browse the web as well as Safari. Any work around?

I have big problems with this too. The page glides in all directions when scrolling making my eyes tired. I'd like to lock it to not move in horizontal direction since there is not need of it really.
Did this come with Mavericks? Never thought about it before so I assume so.

I solved this problem disabling the "elastic scrolling feature".
Go to the Terminal application and type:
defaults write -g NSScrollViewRubberbanding -int 0
Then restart all the applications you are experiencing the problem.
To revert, you can type (in Terminal):
defaults delete -g NSScrollViewRubberbanding
Unfortunately, this fix did not solve the problem in Safari... the horizontal 'rubber banding' is still plaguing me.
I was really hoping 10.9.1 would resolve this. I've been searching high and low for any type of fix with no luck. It's driving me crazy, I hope someone can come to the rescue!
