Q: Hp envy m6 will not connect to iphone wifi hotspot

Greetings all. This is a new issue.  Prior to ios 7 upgrade, and windows 8.1 upgrade, my laptop connected to my iphone hotspot 100%.  Now, it will not connect.  Now, when hotspot is activated, laptop will attempt connection, and hotspot banner will appear at top of phone in blue, briefly, but then notice on laptop indicates cannot connect.

iPhone has no other wifi issues.  Laptop has no other wifi issues.  Both connect to other wifi sites without fail. 

Incidentally, this particular laptop is not the system that I sync iphone with.

Has anyone experienced similar issue, and can you point me in the direction of a fix?
