Can I register my lost iPod on iCloud from another device (like my laptop)?

So I recently lost my iPod Touch 5th gen. It was just updated to iOS7

I never turned on iCoud because I usually keep good track of my personal items and I figured I'd never need it. Well now I regret it.

It seems like you can only track it if you set up the Find my iPhone tracker on iCloud, which I did not physically do on my iPod. However, is there a way I can set it up via my laptop? Please let me know. I also have my iPod's serial number, in case anyone thinks that will help.
