after upgrading to ios 7 safari lost all bookmarks.
How can we import them from mac OS X 10.9?

The only way for bookmarks to sync up is to enable iCloud on the iPad and on your Mac. Just sign in to iCloud and turn on Safari to sync up the bookmarks.

You may/ may not share our depest concerns, but Apple should respect customer's decision to work without iCloud, (especially in times of NSA-insecurity).

You could try re-restoring from your last backup (if an iOS 7 backup hasn't overwritten your previous backup), and if there is a new version of iOS 7.0.x since you last tried restoring.
Searching Google for "Recover bookmarks db from itunes backup" turned up this link. I have never used this software, so I'm not sure how useful it would be, but it may be another option:
If you were expecting iTunes to keep bookmarks in sync between your iPad and Safari for Mac without using iCloud, that's apparently no longer an option with Mavericks:

You'd have to find a way to restore Lion or Mountain Lion on your Mac to make syncing via iTunes work again.
