It sounds like your iTunes U app is not functioning correctly.
I want to recommend first, closing all the running apps on the device.
- Double-click the Home button.
- Swipe left or right until you have located the app you wish to close.
- Swipe the app's preview up to close it.

Then restart your phone and try again.
